Feels like this is being a bit blown out of proportion but eh. It's still a sucky law and of course I'd rather not have be passed either, but it's not like it was written as "If you ever upload a copyrighted image, you are banished from the internet for life." Calm down first and wait for it to be enacted, if they start fining people in mass for posting memes, then that should be a cause for concern, but we currently don't know how they'll be enforcing it, so it'd be better to get stressed out after outrageous things are done by companies and the government under this law.
