I imagine Scooperia will introduce 7 customers (1 per app and 5 for PC), bringing the total to 120.
There will probably be 15 packs (14 Gamerias including Scooperia and Papa Louie). 120 / 15 = 8 exactly. There's no room for any other packs.

Well, whoever thought all the school stuff wouldn’t be part of a customer pack was correct:

All this stuff is part of the free update, and not a specific pack. Customer packs usually require a purchase.
