I'm considering deleting my videos in case the content is considered kid friendly even though I said it wasn't. I want to move more than anyone, tried exceedingly hard to do it, and cannot even afford to move, never mind pay a $42,000 fine per video, potentially nearly $300,000!

You only get a fine if you mislabel you’re videos.

You only get a fine if you mislabel you’re videos.

1. If you label videos that are pretty much fully kid-friendly as "Adult Content", would you be fined?
2. If you label videos that are obviously adult as "Kid-Friendly", would you be fined?

If you're not sure, you can just err on the side of caution and say that your videos are targeted at kids -- you'll still earn ad revenue (if you were before), it just may not earn as much as it used to.

The fines are only if the FTC decides that your videos are targeted at kids when you said they were not, in which case Google is collecting personal information from the kids watching to target ads to them which isn't allowed.  You would potentially get a fine only if the FTC decides you're a high-profile case that's worth taking to court and suing you.

There's no fine if you're labeling them as made for kids when they're not -- they're not really interested in the content of the videos and whether they're appropriate for kids, they're only interested in whether Google is collecting personal identifiable information from children when targeting ads.
