Being transgender is when a person feels like they don't properly identify with their sex/assigned gender at birth. A person born with male parts can choose to be a girl, and a person born with female parts can choose to be a boy. Trans men are men, and trans women are women, because they choose to be, and it makes them happy. What they used to be doesn't matter, if a person transitions, they are the gender they choose to be, 100%

I think 'choose' in this context is them deciding to transition not that they chose to be cis or trans.
