Could you try pressing and holding the SHIFT key on your keyboard while you click the Refresh button in the browser?  This can sometimes force a fresh version of those files affecting this to load.

I find when using this link http://www.flipline.com/forum/index.php it gives me the regular view, but by using this link https://www.flipline.com/forum/ I get the potato view.

Oh okay, don't use https in the URL, the website isn't set up for using it (since anything that's not "secure" won't load... which is all of the images and formatting)

If it's somehow redirecting you to https instead of http when you click the "forum" button at the top of the site, it may be something strangely cached in your browser because of the switch.

For Chrome, you could try going to this page:
chrome://net-internals/#hsts

And at the bottom for "Delete domain security policies", type in "flipline.com" and press the Delete button, and that can sometimes help.  Let me know if that helps!
