I was playing papas pastaria today and I got on the 7th order, Xolo. I made it. And gave it to him. I got
Order Station - 100%
Cook Station - 100%
Build Station - 97%
Bread Station - 100%

I thought it would average out your order and give you the averaged points. I got 97 points. It was on the mean person, Xolo, but still, It should have given me 99 points.

There are two reasons that I KNOW why this happened:

-Xolo is a closer
-You didn't put much decorations about Xolo's orders

You are right about the averaging of the station points for normal customers.
However, Xolo is a closer.

So for closers, it's like this:

For every 4 points that a normal customer would give you above 60, you will get 10 points for a closer.  So:

If a normal customer would give you 64 points, the closer would give you 10.
If a normal customer would give you 80 points, the closer would give you 50.
If a normal customer would give you 92 points, the closer would give you 80. (Important if you want that blue ribbon from Jojo.)

Oh, and if you get a decimal number, it is simply rounded down, hence the 97 rating from your order with Xolo.
